A Stronger BTO Supply Signal for the Coming Years
Singapore’s public housing pipeline is set to expand further, with 19,600 Build-to-Order (BTO) flats planned for launch in 2026. From a real estate perspective, this signals the government’s continued commitment to keeping public housing accessible while managing resale price pressures.
Notably, more than 4,000 of these flats will come with shorter waiting times of under three years, addressing one of the biggest concerns among first-time buyers in recent years.
The launches will be spread across three sales exercises in February, June and October, offering a balanced mix of Standard, Plus and Prime flats across multiple estates islandwide.

📊 Longer-Term Supply Target

Why This Matters for Buyers and the Resale Market
According to the Ministry of National Development, increasing BTO supply helps redirect demand away from the resale market, easing upward price pressure. This approach mirrors what happened in 2025, when the release of around 30,000 BTO and Sale of Balance Flats helped keep resale price growth more stable.
From a market standpoint, this creates a healthier balance:
- First-time buyers gain more choices
- Resale sellers face less speculative pressure
- Price growth becomes more sustainable
The continued expansion of shorter waiting time flats is also significant. Between 2025 and 2027, 12,000 such units are expected to be offered — with 8,000 coming in just the next two years, equivalent in scale to the entire Bidadari estate.
Policy Watch: What Could Change Next
Beyond supply, several housing policies remain under active review:
- Income ceiling for BTO buyers (currently S$14,000)
- Minimum age for singles (currently 35)
- The 15-month wait-out period for private property owners buying resale flats
Any relaxation of these rules would increase demand, which is why authorities are prioritising supply growth first before making adjustments.
At the same time, the government continues to focus on estate renewal, through programmes like the Neighbourhood Renewal Programme, Silver Upgrading Programme, and future phases of the Home Improvement Programme (HIP).
Looking Back: What 2025 Delivered
In 2025 alone:
- About 19,600 flats were completed across 28 projects
- Median waiting time was around four years
- Several projects were completed ahead of schedule
- The final four projects in Bidadari were completed, delivering over 8,800 homes
Today, about 98% of Bidadari buyers have already collected keys or moved in — a strong indicator of successful long-term planning.
