Guide only. Final HDB eligibility, income assessment, first-timer status and ABSD are confirmed by HDB and IRAS at application. ABSD on an HDB flat is fully remitted when any buyer is a Singapore Citizen; an all-PR household pays 5%. Seller's Stamp Duty and MOP are separate clocks — see the note above.
